I believe (if I'm not mistaken) this index is for the opposite of what you're asking for -- rather than a place where people can request plots, this will eventually hold an index for people freely giving up their own unwanted plots. It's usually a pretty popular thread, so if you wait around a little, it's sure to crop up!
