I have a dirty cop, and he's throwing Mr. Good Cop off the case...what are a few ways he could prevent the Good Cop from succeeding on the case? (Hiding evidence?)

He could be well connected in the department with people who can help him out, also outside of the department connections (courthouse, businesses, etc.). If he's connected and can easy influence others, he can probably do anything.

I also have a very devious cop in my story. He even arrests the investigator, which makes her suspect him for the murders.

He could hide evidence, as you suggested. But if he's also Good Cops superior and God cop continues to be involved, their could be charges of insubordination, which could include suspension. If Good Cop persists, Bad Cop can have him arrested and charged with Obstruction of Justice. He could also fabricate a charge of assualting an officer when Good Cop is arrested. This would require Bad Cop to have some pals in the Dept, but you can write that in. And maybe a District Attorney in his pocket.

I just saw this movie "Street Kings" where dirty cops were being investigated by the Watch Dog cops who were themselves dirty or something. That kind of thing could invigorate your novel idea. Dirty Watch Dog cops who investigate good cops saying they're bad cops. Totally throws people off. Not really how Street Kings did it but I didn't particularly like Street Kings.

Vic Mackey from The Shield, could give your guy some pointers. That man has a ton of tricks, and he's charismatic enough to have a few confederates who trust him to the point of foolishness.
