OK my bad guy needs to see a 12 year old boy on the news so he can find him and kidnap him...

What are some things that would get a boy featured on a National News program.

I'd rather it be a good thing but not super heroic.

National? That's a bit much. If it was local, they could be doing some random thing where there's an event and they ask kids about things.

If it's national, then, um, he could be standing in the background of a political rally, or near a newscast, or just wandering around behind the reporter.

He gets a chance to see the president because of some award the President gives out..

He get's mentioned in a speech by the president for asking a question. (Think "Joe the Plumber")

What about the national Spelling Bee? I seem to remember that being fairly well televised and reported, both locally and nationally. That would give some background on the kids too, I think, so might make your bad guy know how to find him.

Spelling Bee (Been mentioned)
He could be a kid inventor. (He could even get on a talk show)
Perhaps he makes an important discovery, like he finds a gigantic footprint in the woods.
He's the son of a celebrity.
He starts a special club or hosts an event at his school. Especially if it has some sort of political or cultural significance, like a fundraiser to raise money to find a cure for cancer, or something.

Many of the above mentioned ideas are great. Just remember, if it isn't a serious issue, a story like a lot of the ones mentioned would not air in the first or second block of the newscasts (first block would be everything upto the first commercial break, second block... you get the idea). If anything, something like that could be teased ("Coming up, we'll this little guy invented something remarkable, stay tuned to find out what" and the like).

Have him win Your Country's Got Talent. That oughta pretty much cover him.

Or you could have him start a huge bathtub race to earn money for charity. Pretty heroic, but also funny.
