With a lycanthrope in human form, no, that is not considered bestiality.
With a lycanthrope in beast form, it depends on the publisher and the kind of wolf. For instance, anthropomorphized animals are a fuzzy (or furry, I guess) line as far as bestiality goes. For instance, Beauty and the Beast is a classic, and no one really thinks about the fact that Beauty is developing a romantic relationship with an animal. Don't let it distract you while you're writing. You can edit it out later.

okay human to human lycan-form non-beastiality.
Human to partial-Lycan form (ie: Furry) No.
Human to animal form (ie: wolf, lion...dragon...) Yes.
But also it depends on the publisher and what the editor thinks in the end. If you're not going for publishing and just for the enjoyment of writing, I say go for what makes you happy.

I once encountered a book in a library where little kiddies can get at it where the heroine marries and has very explicit sex with a centaur. Mm hmm. In any case, when he's a full wolf, yes. But hey, there really are people out there sleeping with their dogs, so whatever rocks your boat?

There /is/ a book that features a brief scene like that. It's between two males, one in full wolf form and the other in lycanthrope form. IDK if that fits, but I sure was giddy when I ran across it. XD I thought the system was breaking.

The question really needs context. WHO do you care about the perception that it's bestiality? Are you talking within your story? Are you talking publisher? Are you talking readers?
Anyway, it kind-of is and isn't, both in the same box. Really, it's a third thing; sex with a non-human intelligent being, in either form. At least, if you're going with the common modern definition of werewolfism, in which they're a type of seeming human but not, another type of being. If you have a reality in which lycanthropy is a disease, not a nature, it might be different again.

Wouldn't bestiality have more to do with conciousness rather than appearance? I mean, you can't have a full conversation with a goat, but a consenting lycanthrope... well, then it's just a matter of who and what does it for you. Bestiality has always come across to me as drawing others for either the allure for docility or a big dick, or just the thrill from doing something 'taboo'.
my call: Even if you're doing the nasty with a furry, if there's a setient, consenting conciousness (verbal preferably) then it's a no-go for the bestial section... just kinky. xp

Since I write a lot of shifters and sentient creatures, this is something I come across a lot. Let me just pass on something that happened a week or two ago that might be instructive...
My first ever published novel was also my first NaNo. It was featured a sentient dragon who was bonded to a knight. The male dragon only had sex with the female dragon, but their knights had a menage relationship with one woman. Because of the way the knights are bonded with the dragons, when they have sex, the human part of the family must as well. Okay. That's the premise for the whole series in a nutshell.
In the first book, I had one lousy scene where the dragon licks the human female (you can guess where) in order to heal her. It's not really sexual in nature, but I got a nasty comment from the proof reader at my publisher who was appalled. She thought it was bestiality. My editor and I did not. The dragons are sentient and this isn't a sex scene. Okay. So the book goes to print like that.
Fast forward to last month - my publisher decided to give the book away for free for a week on Amazon as a promotion. I should have known not to expect much, but the only two people to leave comments so far have hated it. The first, because of that scene, which she apparently thought was disgusting, and the second because she thought the entire book was "pure porn." I think they got a freebie not understanding the genre of "erotic romance" and were shocked when they read the book. Regular readers of the genre won't usually get too upset by sex with a shifter in shifted form---as long as the person retains their human consciousness during the shift.
My personal rule of thumb is that if the shifted creature is more animal than person, I wouldn't have a sex scene between the shifted creature and a human. If, however, the creature retains its rational thought processes for the most part, I think you can do it, as long as it's done well. I've read several books - the Christine Warren "Fur" series comes to mind - where it really works when done well. But it's a very tricky thing. You have to weigh each set of characters and the situation carefully before deciding to proceed because having a scene like that in there will probably limit the number of publishers who will take the book.
