I have this situation where MMC1 surprisingly meets MMC2 on a bus. MMC1 is a criminal on the run who disguised his appearance, MMC2 is a person who is a travelling salesman (officially) and a ``runner'' smuggling forbidden technology (actually). They have not met for a long time talk a bit, arrange to meet each other at an obscure technology oriented event and MMC2 mentions that he met FMC in a neighboring country (but only refers to her as ``someone we both know'').

How can the police (in this dystopia, the police inefficiently surveys the busses and a behavior-based system can find irregularities, mostly drunks and vandals though) decide from that alone that MMC1 maybe IS that horrible person that killed many people and attempt to arrest them at the event (if it is relevant: it's the release party of HURD 1.0)? Preferably without making it too much of a situation where someone quite explicitly fails.

Well if it's the release part for HURD (are they ever actually going to release that thing?), then clearly the MC is an associate of known reprobate commie agitator Richard Stallman, and therefore must become a Person of Interest.

And I'm only about half-joking, there. I have nothing against Stallman, personally, but I can totally see how the cops in a dystopian (assumedly totalitarian) state completely misunderstanding what he's all about and considering him a radical terrorist or something.

HURD 0.2 can be downloaded already. Even though it killed all its processes during the time I started it.

Perhaps there's a trade blockade with the country FMC was in and since MMC2 met her there, they know he's been out of the country. They do a check on both of them and realize who MMC1 is.

MMC1 is disguised in a similar outfit to a different man on the run and they get him confused.

They have no idea what a HURD is and figure it's a codeword for something illegal. Since only crooks would use codewords for illegal things, they try to bust him for that.

They're short on their arrest record or whatever you would call it and he pulled the short straw.
