Wasn't sure weather to launch this as a discussion, or adoption thread, but it might have more use as an adoption thread. I'm suffering this problem for one of my ideas myself.
So, with the story being centered around a group of enterprising young (or old) heroes (mystical or not), they face off not just one person as their enemy, but an entire legion of troops at the command of one or more powerful figures. A good example of this is the Star Wars Galactic Empire, or the endless hordes of Sauron.
So, which endless horde are you setting against your characters? Bonus points if you can describe something about their culture, their hierarchy, or in the very least what they wear and what their 'trademarks' are.

I have an endless horde of angry, vengeful sea creatures in my "Narwhar". They're being directed against humans by the narwhals, which turn out to be a lot smarter than people thought they were. The Queen of the Narwhals is a rare double-tusker (the extra tusk gives them some kind of additional persuasive power, so they usually wind up being the leaders).

The Zilennian Empire, an incredibly advanced race whose entire society is built around the pursuit of vengeance against the Galactic Alliance for losing a previous war two thousand years earlier. The Zilennians themselves never appear to their enemies (and rarely to their equals or superiors!) outside of metallic battle suits and their ships are built for size and sheer power rather than manoeuvrability. They have also taken advantage of certain dissident movements within the Alliance to spawn a conspiracy of traitors dedicated to passing information to the Zilennians as well as making numerous assassination attempts against my MC. ;)

I don't know what they're rebelling against. What's wrong with the gov't, or is it another country?

I've been trying to use an organization called the Sky (as in "the sky's the limit," yeah? *eyebrow wiggle*) but it's not like I'm going to finish the story it's in, so it's up for grabs.
Hell, they might even name themselves that. Blue uniforms would be practically a requirement. XD I've been planning to use them as an oppressive government organization, the sort of thing that masquerades as a kind, watchful overlordy thing, and then really just limits the people a whole frikken' lot.
It would be easy to make the rebel organization/group something that matches, like Wings or something (to rise above the sky). I had a clever matching rebel organization named REM, but I seemed to have misplaced my notes, so I can't remember what it stood for (aside from rapid-eye movement for dreaming, which was sort of a double meaning). But anyone is free to take that, too.

Oppressive and invasive are always good traits to rebel against. For example, constant surveillance, or just not letting the people have any rights or having incredibly repetitive brainwashy schooling. Brainwashy schooling's a good one. The gov't could be teaching children to obey them and turn in their parents or something. You can get really creative with the kids thing.

Let's see.
I have an unnamed yet powerful organization that possesses a new energy source more powerful than any nuclear weapon.
They're also manipulating world finances and are controlling the world economy.
Then there's a band of terrorists that have stolen some of this energy and aren't afraid to use it.
My MC's first need to defeat the terrorists and then go after this main organization.
Oh...this weapon doesn't explode like a bomb (although it could). It burns out electronics and people's brains...turning cities into mindless hordes of zombies.

The government in my novel is led by a Great Leader, under him are the Gods and under that are various government organisations (such as for work, housing, education, discipline etc).
The Gods appear on newsreels as well as helping the Great Leader to lead the country. The Great Leader controls mostly through fear tactics and the use of worship, as well as any negative facts about him quickly being considered conspiracy theories- even at first by the rebels themselves. All members of the government are immortal, the punishment for rebelling being the thought of having to see your friends dying for the rest of time.
The culture involves a fear of technology which is not used to directly benefit the government. While Magic Shows: a Horror Show of the past and a newsreel are compulsory daily viewing, using electric lights in a building is considered to be calling back the 'Age of Magic' which is considered a dangerous time which will return if the government is not obeyed at all times. The culture is also deeply misogynistic, having 'The Wicked Witch' as a replacement for an Eve figure and the reason women are more likely to rebel and need to be controlled by the society at large.

I'm using the United Nations. I decided (BEFORE THE ELECTION) that whoever was elected in 2008 was going to do so poorly that the U.N. decided to invade the United States and then as part of the invasion, they formed many, many other countries into a United Nations political unit that superseded national sovereignty to the point that few countries actually exist anymore.
The map of the world has a great big blue splotch called the UN. In the nearly 20 years that have passed since the take-over (which was done to prevent the U.S. economy from failing, thus creating a great world-wide depression), nano-technology and artificial limb technology have advanced pretty far and many police officers for the U.N. are augmented with reinforced skeletons, enhanced strength, but also their brains have been programmed with total loyalty to the U.N. I would could reasonably say (as I do in my novel...which is far behind schedule currently) that they have lost their humanity and become little more than robots with organic parts.

As far as creating/using evil government organizations...
I like using real-world organizations, either giving them absolute political power (and then allowing my cynical view of what they would do with said power take over) or imagining a group that lobbies government suddenly gaining power and advancing their agenda...until they run the country/world into the ground.
The reason I think this is a good way to do it, is that it will a) intrigue people, because it is a real-world organization and seeing connections between current real-world policies and the novel and b) it can make great discussion/argument if people disagree with you!

Eeh, who needs an evil organization.
The world I created as a child has a secret government organization, Kedem, which has been hiding all existence of itself form everyone who doesn't know the Secret. Kedem tries to control all aspects of the Secret which riles many of the people covered by the Secret. Thus as far as the Secret is concerned, Kedem is the see-all, be-all, know-all. But Callahan as a rich family, which also knows the Secret, challenges them for power as the kinder, friendlier face. Despite this the groups are allies.
To counter these I created the Equanios who are antiestablishmentarians, basically they detest Kedem for its high and mighty attitude. Down with the government.
I have yet to come up with other groups to try for control. My story quickly leaves this power play so I will come back later and build more depth. Most of this has just floated around in my head in different forms.
With friends like this, who needs enemies?
